Joint Review Process

• Panel is an independent 3 member body:
  • Sheila Leggett, Kenneth Bateman and Hans Matthews
• The Panel will:
  • assess environmental effects of proposed project and make recommendations
  • make decision on whether proposed project is in the public interest.

What is an oral statement?

• Your statement to the Panel
• Your personal knowledge, views and concerns about the proposed project and its potential effects
• Your position on the decisions the Panel should make and recommendations
• Relevant to the List of Issues (Appendix 1 of Hearing Order)
• Maximum of 10 minutes

Giving your Oral Statement

• Speak clearly
• Be respectful
• Address your comments to the Panel
• Panel may ask questions of clarification

Community Hearings for oral statements

Scheduling oral statements

• Email sent 9 March 2011 with instructions
• Must schedule 7 days in advance of first hearing date in location
• Can schedule as part of group
• Priority will be given to local residents
• Another can not speak on your behalf

Cannot attend Hearing?

• Submit a Letter of Comment before 31 August 2012
• Use one of these methods:

Tips for preparing your Oral Statement

• Prepare your key messages in advance
• Keep points focused on proposed project and List of Issues
• Time your presentation (10 min. maximum)
• Practice
• Be clear and concise
• No need to repeat what others have said
• Be respectful

Visual Aids

• Visual aids are not encouraged
• Electronic visual aids can not be used
• If you must use an aid:
  • Show it to the panel
  • Describe it in detail for the record
  • The description will be included in your 10 minutes
• You can file visual aids as a Letter of Comment before 31 August 2012

What to do on the hearing day

• Arrive at least 15 minutes before time block starts
• Confirm attendance with Secretariat staff
• Bring photo identification
• Maintain decorum and respect in the hearing room

Swearing or Affirming

• An oath or affirmation that your oral statement is accurate and truthful to the best of your knowledge and belief
• Swearing: use Bible or other personal sacred object
• Affirming: make a statement
• Will be done in writing

Interpretation

• If you will be speaking in a language other than English (such as an Aboriginal language), please contact:

• Must include time for interpretation within your 10 minutes

Late Registrations

• Must request permission in writing from the Panel
• Only accepted in exceptional circumstances and on compelling grounds
• Request in writing at least 2 weeks prior to start of first time block in hearing location
• More information in Procedural Direction #5
• Alternatively, submit a letter of comment before 31 August 2012

Staying informed

• Hearings are open to anyone to attend
• Live audio broadcast on the Panel’s website:

• Written transcripts posted to Panel’s website'
• Can attend informal information prior to each hearing location
• Check the Panel’s website often under “What’s New”
• Sign up for email updates - provide address to gateway.review@ceaa-acee.gc.ca
